Noelle Frangipane, Deputy Inspector General
Noelle Frangipane is the Deputy Inspector General of the U.S. Securities and Exchange Commission (SEC), where she assists the Inspector General in promoting the integrity, economy, efficiency and effectiveness of the SEC. She has oversight of the Office of Inspector General (OIG) Office of Investigations, which responds to and investigates allegations of violations of statutes, rules and regulations, and other misconduct by SEC staff and contractors, and oversight of the OIG Office of Audits, which conducts, coordinates and supervises independent audits and evaluations of the SEC’s programs and operations. Additionally, Ms. Frangipane supervises all phases OIG operations, including administrative, financial, and human capital management; strategic planning and policy development; and information systems management.
Prior to becoming Deputy Inspector General, Ms. Frangipane was a Senior Counsel in the Office of the General Counsel of the SEC. In that capacity, Ms. Frangipane served as an agency subject matter expert on issues of privacy and information-sharing. She also successfully defended the SEC in several litigations in federal court.
Before she joined the SEC, Ms. Frangipane was the Director of Policy and Public Information for the Peace Corps, where she supervised the audit and evaluation of existing agency policy, operating plans, and programs and the drafting of new policy, and served as the agency Freedom of Information and Privacy Act Officer.
Ms. Frangipane began her federal career at the National Institutes of Health, where she worked in offices of administration and management as well as legislative and intergovernmental affairs.
Ms. Frangipane received her bachelor’s degree magna cum laude in English from the College of New Jersey, and received her law degree from Rutgers School of Law – Camden, where she graduated with awards for her pro bono work and brief writing. Prior to moving to Washington, DC to begin her federal career, Ms. Frangipane clerked for the Honorable Donald A. Smith, Jr., Presiding Civil Judge of the New Jersey Superior Court, and was an associate at the law firm of Sterns & Weinroth, PC, in the areas of civil, commercial, and corporate litigation.
